Once RTOs receive registration, they must oversee many aspects such as annual declarations, AVETMISS reporting, and marketing compliance. Of all these duties, validation is frequently the most daunting.

Although we've written about validation many times, let’s redefine it. ASQA refers to validation as a quality review of the assessment process.

Simply put, validation confirms which aspects of an RTO's assessment process are right and identifies where improvements are needed. A clear understanding of its main components makes it less intimidating.

As stated in Clause 1.8 of the SRTOs 2015, RTOs must ensure their assessment systems, including RPL, comply with the training package requirements and adhere to the Principles of Assessment and Rules of Evidence.

The standards necessitate conducting two types of validation.

The first type of validation ensures that your RTO's assessment meets the requirements of the training package within your scope.

The second validation ensures assessments are conducted according to the principles of assessment and rules of evidence.

This implies that we validate both prior to and following the assessment. The focus of this article is on the first type: assessment tool validation.

The Basics of the Two Types of Assessment Validation

A Deep Dive into Assessment Validation

As noted earlier and in our earlier blog entries, validation is split into two stages: (1) assessment tool validation and (2) post-assessment validation.

Pre-assessment validation, also referred to as assessment tool validation, is related to the first part of the clause, ensuring all unit requirements are addressed and workbooks are entirely compliant.

On the implementation side, post-assessment validation ensures Registered Training Organisations conduct assessments according to the Principles of Assessment and Rules of Evidence.

In this write-up, we will focus on assessment tool validation.

Guidelines for Conducting Assessment Tool Validation

Having outlined the two types of validation, it’s time to dive into assessment tool validation.

When to Conduct Assessment Tool Validation

Assessment tool validation ensures that all elements, performance criteria, and performance and knowledge evidence are included in your assessment tools.

Therefore, whenever you acquire new learning resources, you must conduct assessment tool validation before allowing students to use them.

You don't have to wait for the next validation schedule in your 5-year cycle. Validate new resources as soon as you get them to ensure they’re suitable for students.

Still, this isn't the only reason to perform this type of validation. Conduct assessment tool validation also when you:

- you update your resources
- your new training products get added on scope
- your course gets reviewed against training product updates
- when learning resources are identified as a risk during your risk assessment

ASQA's risk-based regulation approach means RTOs should perform regular risk assessments. If students complain about learning resources, it's a perfect time for assessment tool validation.

Selecting Training Products for Validation

Bear in mind, this validation aims to ensure compliance of all learning resources before use. All RTOs are required to validate all unit resources.

Teaching Materials

To validate assessment tools, you need the complete suite of your learning resources:

Mapping tool – start by investigating this document. It shows which assessment items meet unit requirements, facilitating quicker validation.

Learner/student workbook – ensure it's appropriate as an assessment tool. Check if the instructions are clear and answer fields are adequate. This is a frequent issue.

Assessor guide/marking guide – check that instructions for assessors are adequate and that there are clear benchmarks for each assessment item. Clear benchmarks are essential for reliable assessment outcomes.

Other related resources – such as checklists, registers, and templates developed separately from the workbook and marking guide. Ensure they are suitable for the assessment task and address unit requirements.

Validation Group

Clause 1.11 sets out the requirements for validation panel members, stating that validation can be conducted by one or more individuals. RTOs generally require all trainers and assessors to be involved, sometimes including industry experts.

Together, your validation panel should possess:

Vocational competencies and current industry skills relevant to the unit being validated

Current expertise and skills in vocational teaching and learning

Any one of the following training and assessment qualifications:

TAE40116 Certificate IV in Training and Assessment or its updated version

Assessment validation instrument/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
Using a validation tool helps in both the validation process and documentation. It facilitates seeing how each assessment item matches each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
Simultaneously, it can serve as proof that you have validated your resources before they are used by students.

Although ASQA does not recommend or require a particular template for assessment tool validation, many templates are available online. These tools typically have validators review the tools in their entirety to determine if they meet the principles of assessment.

While templates of this kind simplify validation, they can introduce judgment errors due to a lack of space for comments on each assessment item.

We recommend using a more detailed template to examine each unit requirement and the assessment items that correspond to them. Here is an example:

Key Principles of Assessment
Fairness – Does the assessment provide equal opportunity and access to all participants?

Flexibility – Does the assessment accommodate different options to demonstrate competence according to various needs and preferences?

Validity – Is the assessment assessing what it is supposed to assess? Is it a valid tool for measuring the required skill or knowledge?

Reliability – Will the assessment achieve the same results every time, regardless of who conducts the training? Will different assessors consistently make decisions on skill competence?

Core Rules of Evidence

Validity – Does the evidence demonstrate that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence sufficient to ensure the learner has the required skills and knowledge?

Authenticity – Is the assessment tool proving that the work is the candidate’s own?

Currency – Do the assessment tools align with current units of competency and up-to-date industry practices?

Even though these are regularly addressed in VET professional development and nationally recognised training, numerous tools fail to meet these requirements.

To avoid employing learning resources that leave unit requirements unmet, be sure to adhere to these guidelines:

Be Consistent with Your Teachings

Focus on the verbs used in the unit requirements and make sure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:

Perform each of the following tasks at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication per service and regulatory requirements:

nappy change

prepare bottles, bottle feed infants, and clean equipment

solid food preparation and feeding babies

respond to baby signs and cues suitably

prepare infants for sleep and settle them

monitor and foster age-appropriate physical exploration and gross motor skills

Having students describe changing nappies for babies check here under 12 months doesn’t directly fulfill the unit requirement. Unless it’s intended to assess underpinning knowledge (i.e., knowledge evidence), students should be doing the tasks.

Be Cautious with Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.
Notice the numbers. In the CHCECE032 example, one unit requirement asks students to complete the tasks at least once with two different babies under 12 months old. Doing the tasks twice with one baby doesn’t meet the requirement.

Total or Not Competent

Pay attention to lists. Again, as illustrated above, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Each assessment item should have clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s important that your instructions do not confuse students or assessors. For instance:
What kind of information can be included in a work package?
What details can be included in a work package?

The answer might include:

Obligatory resources

Pertinent costs

Duration of activities

Allocated roles and responsibilities

When an assessment item requires multiple answers, specify how many answers a student must provide. This way, your assessment remains reliable, and the evidence collected is valid.

This also applies to assessment items with double-barrelled questions or those that ask for multiple answers at once. These can confuse students and assessors, as shown in the sample question below:

Name a hazard and/or environmental issue in the work area and pick the most effective hazard control hierarchy.

Possible answers can include, but are not limited to:

Weather conditions – work area isolation, engineering controls, personal protective equipment

Work area and ground conditions – elimination, isolation, engineering controls

People – isolation, use of engineering controls, administrative controls

Structural hazards – substituting, isolation, use of engineering controls

Chemical hazards – isolating, engineering controls, administration

Equipment or machinery – isolating, use of engineering controls, administration

Steering clear of double-barrelled questions makes it easier for students to answer and for assessors to accurately judge student competence.

Seeing these requirements, you might think, “Don’t learning resource developers offer audit guarantees?” However, with such guarantees, you must wait for an audit to rectify noncompliance. This affects your compliance history, so it’s better to take a safe and compliant route.
